That is a great question barbara!
Im sure many members here also wonder the same thing.
I have spent ages on the site trying to find an answer for you and all I could come up with is this:
"Non-U.S. members can also become Verified by completing their Expanded Use Enrollment. However, non-U.S. Verified members do not currently qualify for and are not covered by the Buyer Complaint Policy or the Seller Protection Policy.
Non-U.S. members who have completed their Expanded Use enrollment have the status of "Verified." As part of the Verification process, non-U.S. members must confirm an email address, add a credit card, and enter their Expanded Use Number or be otherwise Verified by PayPal."
NOTE: that the above is for NON US members only
US members can be verified alot easier:
"For U.S. PayPal account holders, being Verified means you have added and confirmed a bank account, or have been otherwise Verified by PayPal."
So it seems from this information that those of us that live on the other side of the globe HAVE to have a credit card to be verified :(
This makes things hard as not everyone can qualify for a credit card...or wants one, and alot of PTR sites that offer payment in the form of pay pal will only do it if you are verified.
NOTE: I am no way associated with paypal and the above information is taken purely from their website, it is possible I have missed something.
If any members know more of this and and can help barbara further, a post here would be apreciated.
with that being said I must add that I am verified and do NOT have a credit card :)
(well I bet that statement just threw a spanner in the works!) LOL
How????.......I have a visa debit card.
Being VISA it is reconized globaly so this is an option..they nice and safe too as you can only spend the fund you have in the account :)
If you have one of them barbara try that...mine is thru bank of melbourne/westpac but I think there are other banks that will issue them in Australia if you do not already have one.

I don't have a credit card. I have a debit card with VISA.
It's quite a while since I got verified, but I think they just charged one $ on
my card or something. Then they left a key when charging my card that
I had to go to paypal's site to insert.

I got verified about 3 weeks ago with paypal. I have a VISA debit card myself and they deduct $1.95 US from my card and then I had to get a number from my bank statement and enter it in on the paypal website. That is the only way I have seen to get verified B)
