Building Your Link Popularity
What is Link Popularity?
Link Popularity refers to the number of links pointing to your site,
from other sites on the web. The Search Engines consider your
site important and rank it higher if several other sites link to your
site.
History behind Link Popularity and Google PageRank Web,
by its very nature is based on hyperlinks, where sites link to other
prominent sites. If you take the logic that you would tend to link to
sites that you consider important, in essence, you are casting a vote
in favor of the sites that you link to. When hundreds or thousands
of sites link to a site, it is logical to assume that such a site would
be good and important.
Taking this logic further the Google founders, Sergey Brin and Larry
Page formulated a Search Engine algorithm that shifted the ranking
weight to off-page factors. They evolved a formula called PageRank
(named after its founder Larry Page) where the algorithm would
count the number of sites that link to a page and assign it an importance
score on a scale of 1-10. More the number of sites that link to a page,
higher its PageRank.
Google’s PageRank is important because it is one of the primary
off-page factors that influences your page’s ranking in the search
engine result pages.

"reciprocal link exchanges"
This used to be good, (Well it still is..) but since the to major upgrades
google seem to have changed this a little, this is not as effective for
search ranking as it used to be. :unsure:
It appears that if; I own a web site and You link to that site and I don't
link to you back, that would have a better impact on the ranking of my
site then if I agreed on a "link swap" with you.
No, from my point of view, this is very good, especially for the many
PTR sites around that sell links.
Many of these sites have Many Thousand visitors each month,
giving you as the buyer of a link both Great Targeted exposure and
higher ranking on this very popular search engine.
I don't know, but it seems to me that this is a Really great way to
advertise since the prices on the links are usually at a very low rate.

Yes I think thats true
however having a link even if it is not linked back is better then nothing
as your site will show up as it is linked to another..

Id like to add to this
after doing sites and experimating hard links outboud seem to have more weight
I have a site that within 8 weeks I got a page rank of 3 on google :)
Im happy with that
however I am now totally stuck as to how to raise the bar
