It's not hard to do and is there to protect on-line transactions - eg being verified means that you have a valid credit card and access to the receipt to insert the code charged to the account.

I have a verified account too.But my account now is premier account,

can i change it to be normal account?

The premier account 's fee is too high.

my verified account is a free account :)

If you can just change if over, I do not know personally, but I do know that you can open a free paypal account and have it verified.

The paypal account needs 2 step verify.First ,email;Second, credit card.

I have only one credit card number, could i request a new account and use the same credit card to activate ?I think paypal do not allow it.They don't allow it.

Do you mean that the free account only with email verified can be used too?

No, even the free account uses a CC to verify or if you have a Visa Debit card you can use that. It also depends on what country you live in as to how to become verifired.( I do not own any Credit cards so I used my debit card, I live in Australia)
As I do not know what country you are in I found this on the site for you:
"For U.S. PayPal account holders, being Verified means you have added and confirmed a bank account"
"Non-U.S. members* who have completed their Expanded Use enrollment have the status of "Verified." As part of the Verification process, non-U.S. members must confirm an email address, add a credit card, and enter their Expanded Use Number or be otherwise Verified by PayPal.

* German members must add a bank account and complete a Manual EFT (electronic funds transfer) or add a credit card and complete the Expanded Use Process to become Verified or they can become otherwise verified by PayPal.

* Canadian members must add and confirm a bank account and Validate their Account Information to become Verified or become otherwise verified by PayPal.

* UK members must add a bank account, Complete Direct Debit and Validate their Account Information to become Verified. Premier and Business Account holders in UK must also Supply Merchant Information for the Verification Process. They can also become otherwise verified by PayPal."

If you are not in the US and do not have a Debit card either then you will need your CC.

As to having both a personal (free) account and a premier, all I could find was this:
"PayPal members may have one Personal account and one Premier or Business account. You can add additional email addresses, credit cards and debit cards, and bank accounts to your Personal, Premier or Business account. However, each account must have its own email address and financial information."
Looking at that, it looks like you many not be able to use the same CC for both accounts, However...
My advice would be to contact paypal, explaining your situation, and ask them if you can use the same CC so you can get a verified personal(free) account, and get an official answer from them.
If they reply that you cant then it may be worthwhile to terminate your premier account and go for a personal one instead providing you dont need the premier one for any online ventures you are in.
