I think it depends a bit on the context.
A lead is a prospect, or a potential downline member or customer.
There's different types of leads. Leads can be e-mail addresses, or including the
phone numbers and other info.

does giving one's information to others not comes under illegal activity?

It depends. If someone is surfing the internet to compile a list of e-mail
addresses and then sell it, that is definetely spam..
But, if you visit an internet site and opt in to receive some information to your
e-mail, it may be a total different site that contacts you after buying the e-mail
address.
Here is one site selling leads: http://www.leadstore.com/
I don't post that one because I recommend them, I have never tried their service, but it
was the first I could think of.

If you search for more information about it, you may find some other definitions of it, but
online it is related to buying e-mail addresses.. Or if you get more info like phone number,
it is a more quality lead and costs more.

Someone else may be able to give you a better explanation.
For some reason I've been extremely tired both of the times I've been posting in
this thread. What time zone are you in? lol

oh! now i understood , this concept Seems the base for PTR industry... becz there customer/viewer opting himself for receiving infomation from the company. So thats not a Spam. Am i right? So , that members also GET paid for receiving online/offine information just like in PTR??

That is absolutely right. I don't know about
that company, maybe someone else in here
knows?
(The link did not work when I clicked on it)

No, not exactly. They are not receiving money for getting e-mails like in PTR.
They opt in to receive information, because they think they can be interested in
starting a home business.

I just visited leadstore.com because I wanted to see how they say they get the leads provided to their customers and the general processes they use. They say they use email marketing but do not spam (of course). And that they also use affiliate and partnerships, banner ads and more.

They state their leads are not opt-in. As said by someone who posted above, these leads are people who are interested in learning more. They have completed a form online saying they are requesting more information.

Sorry about this but I also want to ask if those leads can be used in any programs you want to promote as long as you follow the CAN-SPAM?
Thanks

The best thing to do if you buy leads from as source such as the one mentioned above is to requalify them yourself. Send them an email stating that you are cleaning your list. Mention that their name and email address is on your list and that you want to first make sure that they are interested in receiving any information from you on programs or products that you may be marketing.

Make them aware that you do not want to be sending them any information if they do not desire it.

You can expect to receive some rejections, some people forget that they asked for more info or their name and email may have been harvested.

Provide them with 2 links to choose from. One for unsubscribing and the other for them to subscribe.
If you do this politely and carefully you can not be accused of spamming them. If they unsubscribe then you know that lead is dead. Those that subscribe can be considered as very warm leads.

These warm leads are the ones that you can very carefully cultivate with your offers. Start slowly, send the best offer you have and see where it goes from there. If you can give them information that will help them at no cost, do so. Remember, some times you have to give before you can receive!

By doing things this way you can gain their trust and it just may be a very enjoyable and profitable venture.

People all over the net rant and rave about building a big list to be successful. You need to build a list yes! Build your list with love and care. Many people have a small, but responsive list, that will beat a big unresponsive one any day. Treat the people who join your lists as you want to be treated and you should have very little trouble.
